A Step into the Future: Albania’s AI Minister Diella and Our Vision with AIGOV

Albania recently made headlines by announcing Diella, presented as the world’s first virtual minister. This is an important milestone for AI in governance. Even though Diella is currently a narrowly focused assistant for procurement, it marks the first time a government has officially introduced an AI official at the state level. We welcome this move as a clear signal that the world has finally started to integrate artificial intelligence directly into public administration.
For more than a year, our laboratory has been developing its own version of an AI Minister, called AIGOV. This is not a prototype but a fully designed digital system built for enhanced analytics, forecasting, and decision support. It comes with real dashboards, predictive models, integrations with official sources, and operational workflows for presidents, ministers, and state agencies. While Diella focuses on procurement applications and tender transparency, AIGOV covers the entire spectrum of government functions.
Why AIGOV is Unique
The uniqueness of AIGOV lies in its architecture. We are not creating just a tool or a specialized agent, but an operational framework for the whole of government. AIGOV combines data monitoring, predictive AI analytics, and actionable recommendations in a single system. It has the ability to connect ministries, regions, and agencies into one living digital organism.
Our approach is different because we designed AIGOV from the ground up as a system that does not simply analyze documents or flag irregularities, but actively advises leaders on strategy and operational steps. It bridges the gap between information and action, between statistics and decision making. With AIGOV, governments receive not only data but also clear forecasts, trend analyses, and recommended scenarios for moving forward.
Capabilities of AIGOV
• Economy: tracking GDP, unemployment, inflation, import and export flows, exchange rates, long term trends and AI based forecasts.
• Presidential control center: monitoring the status of campaign promises, budget execution, and key national indicators, along with AI generated recommendations.
• Interagency project network: an interactive map showing the links, efficiency, and workloads of 19 ministries, with AI analysis of coordination and progress.
• Social policy: poverty dynamics, education metrics, regional programs, and effectiveness of support measures.
• Healthcare: regional coverage of medical services, maternal and child health indicators, predictive curves and maps generated by AI.
• Transport and infrastructure: status of roads, ports, airports, identification of bottlenecks, and recommendations for future investment.
• Culture and tourism: impact on GDP, visitor dynamics, event monitoring, and AI advice on where new events are needed
• Security, emergencies, and media analytics: operational situation awareness, OSINT monitoring, forecasting of risks and scenarios for rapid response.
The Interface and the Experience
AIGOV offers a single interface where all data and AI insights converge. It is designed to operate on large situational dashboards, up to 32 by 4 meters, displaying everything from presidential KPIs to sector specific maps. This is not a concept sketch but a tested system. At the current stage we are running a dashboard of 16 by 3.5 meters to demonstrate real time analytics.
The interface is not limited to visualization. It includes a conversational AI layer for quick requests, filters for complex searches, and integration with official registries. An additional feature is the AIGOV Secretary, which records and analyzes speeches, meetings, and discussions of top officials, creating summaries, maps of the event, and practical recommendations for implementation. This ensures that ideas voiced at the highest level are not lost but transformed into documents, roadmaps, and actionable projects.
Depth of Analysis
The difference between Diella and AIGOV is clear. Diella is a helpful assistant for procurement, but it does not run cross sectoral forecasting or interagency analysis. AIGOV, on the other hand, provides full cycle analytics: time series, regional heat maps, interconnections between ministries, predictive models, and AI generated recommendations. It delivers a strategic vision for the state instead of isolated departmental oversight.
Real World Scenarios
To better illustrate how AIGOV works in practice, here are examples of its applications:
• For the President: Before a national briefing, the President can open the AIGOV dashboard and instantly see whether key campaign promises are on track, which ministries are lagging, and what AI recommends as priority decisions for the next quarter. The system not only shows KPIs but also predicts risks and suggests mitigation strategies.
• For a Governor in the United States: While preparing the state budget, the Governor receives AI generated forecasts on employment, healthcare costs, infrastructure needs, and revenue expectations. Based on these predictions, the Governor can decide where to allocate funds with maximum efficiency and political impact.
• For a Minister of Healthcare: AIGOV shows a regional map of hospital load, vaccination coverage, and maternal health indicators. When AI detects a rising trend in shortages or risks in specific areas, it recommends urgent measures, such as reallocating resources or increasing funding for local clinics.
• For Emergency Management: During a natural disaster, the AI module processes incoming real time data from local authorities and media, builds a situational map, and provides recommendations for evacuation routes, logistics, and communication with the public.
These are not theoretical examples but scenarios we have already tested in pilot projects.
Transparency and Professionalism in Governance
AIGOV was built to make governance transparent, responsive, and data driven. It enables faster reaction to changes, higher accuracy of forecasts, and better accountability. At the same time, it is designed to be convenient for the teams that use it daily. By integrating data, analytics, and action into one continuous flow, AIGOV ensures that government decisions are grounded in facts and implemented with precision.
Unlike demonstration projects, which exist primarily for press releases, AIGOV is a working model. It is already being tested as an operational tool for ministries and presidential administrations. Our roadmap includes scaling its functionality across all government agencies and regions, creating a unified digital management and control system for the entire state.
Our Vision
We believe that a minister using artificial intelligence is more than just an automated clerk or a specialized specialist. They are a digital consultant, a co-manager of government processes, and a national repository of experience and knowledge. They should help leaders understand trends, anticipate risks, and make informed decisions, which can then be processed by operators. This is precisely what we are creating with AIGOV. This is not a concept of the future, but a working reality.
